When opening levels in the editor or creating a new level, none of the borders are visible. Objects don't highlight when you hover over them, either.

This is maybe a graphic driver bug.
Try different drivers or if it happens in an older SMC version.

I don't know what graphic card and operating system you have though mostly you have one from these manufacturers :
- http://www.nvidia.com/Download/index.aspx
- http://support.amd.com/us/gpudownload/Pages/index.aspx
- http://www.intel.com/support/graphics/

On Linux and Mac the software update should do it.
Maybe you just need to update them :P

I have Windows Vista Home Premium, SP1, 32-bit, Mobile Intel 4 Series Express Chipset Family. Will that work?

The Intel graphics driver were always bad but try updating them by installing the latest driver release for them from their homepage.
